UNIVERSAL PALACE OF ORDER
The world order is established on the foundation of knowledge. The edifice of all the hopes
of mankind for the unity and oneness of governments in the world must but be raised on the
foundation of knowledge. The light of guidance and peace will dawn therefrom. However, the
Pen of INSAN declares that the transformation of governments in the world into one World
Government is impossible; because the culture, intellectual standard and level of understanding
of countries are not uniform. Moreover, subjection to one form of government, in view of the
past history of the world and superiority of one race over the other, is a sheer impossibility.
Likewise, complete submission of the countries of the world to one form of religious order or
any organization set up by human hands till the present times, like the United Nations, has,
undoubtedly, not led the society of mankind to peace and prosperity. For this reason, that,
which can be the cause of peace, happiness and prosperity of the peoples of the world, could be
nothing less than an order, the foundation of which is laid on knowledge. This world order must
be constituted in such way that independence of the governments of the world and freedom of
the peoples to maintain their own culture, civility and human perfection, should be its real goal.
Moreover, the learned men of exalted ranks from all the countries in their own specialized
fields should organize doctrinal and secular assemblies and carry the world by means of their
skilled knowledge to relative perfection. An illustration of this is given in the Book of INSAN.
This world order presented to mankind by the Pen of INSAN is for the happiness of
mankind and approves the independence of countries and governments of the world to develop
their potentialities and educate their children. An order established thus, in the illumines
atmosphere amidst the governments of the world, having resemblance with the heaven
embracing different kinds of shining stars will, by virtue of its goodwill, peace, amity and
perfection, lead the mankind to eternal bliss.
I
The Pen of INSAN presents an Order, which is established on the foundation of Knowledge
for the prosperity of the world. The scientists and the learning ones of the world having relative
perfection in skill and knowledge of their specialized fields must congregate from all over the
world, hold deliberations and adopt resolutions for the advancement of knowledge in their
specialized fields.
To begin with, an Order must be established for each branch of knowledge, and this Order
must be universal, just and world embracing. Thus the foundation of the Order is knowledge,
and the foundation of knowledge rests on Order. In short, every prudent man with a little
concentration can understand what has been explained here in simple words. If the Pen of
INSAN were to expound in terms beyond the comprehension of the people of the world the
majority would be deprived of understanding the Order. Now, it is being explained in simple
words so that the intents and purposes may be clear.
For the reason that the needs of mankind are manifold, these should be classified and
organized, systematically and scientifically. This holds good, for example, in the science of
physical health where the learned ones of exalted ranks of medical sciences must cooperate in
the treatment of human diseases, so that all mankind is led to health. Physical soundness will

lead to cheerfulness of spirit and then the spirit will be capable of understanding realities, and
this is an important truth. According to an ancient proverb, the sound man means 'sound mind
in sound body'. The foremost crusade of the World Health Organization is against the onslaught
of diseases, which afflict human beings. Simply stated, the physicians, in collaboration with the
medical experts of the world, must lay the foundation of this holy crusade in the International
House of Health for the welfare of the people of the entire world. Consider, how important is
this service and a great step towards the establishment of the order and welfare of mankind –
this holy crusade against the cause of diseases, the liberation of the oppressed from the
onslaught of gradual death, the rescue of innocent children from the dangers of malnutrition
and the liberation of the deprived and oppressed resulting from war and clash of ideologies.
Every man can render help to the utmost of his capacity, and a universally elected congress,
wherein will gather representatives of all countries, will resolve the essentially important
matters.
This is the first pillar of the Palace of Prosperity of the world which is based on the human
values of mercy and kindness, transcending differences of colors, races and religions, and
liberating the sons of man from the clutches of tyranny. The champions of this organization are
enrolled in the scroll of the Heaven of Salvation of Men as eternal stars. This International
House of Health which, with its objectives, has already come into existence by itself and
developing towards perfection, has been explained in a simple way, so that men may turn their
thoughts to it, transcending their creeds, politics and religions. At all stages good will,
humanitarian aims, and loving kindness must be kept in view. This institution does not interfere
at all with the governments of the world, and it is for the salvation and happiness of mankind
because pain and disease are experienced by every human being. Every man praises attainment
of good health and relief from sufferings and would hail this crusade. Every good-hearted
person would naturally cooperate and aid in this crusade. This is but one stage, one pillar and
one column of the foundation of the Universal Palace of Order, which has been explained in the
illustration.1
II
In the second stage, following the formation of the International Houses of the different
fields of knowledge, in each house a body should be elected which will shoulder the
responsibility of the House and act as its plural chairman. Although in the Book of INSAN one
person is alluded to by the sign (+) yet, what is meant, is the "chairman body", and it is
indicative of the unity, singleness of thought and centralization of that chairman body of every
International House. For example, in the process of the constitution of the International House
of Law, there will be a congress of learned ones and doctors of law; there will necessarily be
hundreds of them, and in that congress they must elect from amongst themselves a number of
learned ones of exalted ranks who will shoulder the responsibility and leadership of that
institution. Unquestionably, they should have equal votes without any exceptions whatsoever.
The chairman bodies, with administrative and coordinative functions, will furnish the results of
deliberations and resolutions of the International Houses of Knowledge for scrutiny at the third
stage that is the World Chairman Body.

The third stage is the universally elected body, which is the central administrative and
coordinative body of all the chairman bodies of the International Houses of Knowledge. This
central organizing body holds the position of Universal Palace of Order which should have a
just and universal view of the resolutions of the International Houses of the different fields of
sciences. It holds the third, the highest and the ultimate station in the Universal Order, and
beyond doubt, it should be constituted by universal elections. This Chairman Body (shown by
symbol 'I' which refers to unity)2 holds a station above the chairman bodies of the International
Houses of Knowledge. In this manner, after triple deliberations, the decisions taken will be
presented and taught to the world.
So the three stages of Universal Order are: -
• The first stage is the foundation of the International Houses of Knowledge through
election in all the countries.
• On formation and institution of the International Houses of Knowledge, election in each
House of an administrative and coordinative body.
• The election of a Central Chairman Body which holds the position of the Universal
Order which is superior to the Chairman Bodies of the International Houses of
Knowledge, and which holds the station of the Center of the Universal Palace of Order.
This entire organization is called the Universal Palace of Order, which rules the world with
Justice and the sword of Knowledge and imparts eternal happiness to the different governments
of the world.
III
The three stages of the Universal Palace of Order are: -
• International Houses of Knowledge.
• The Chairman Bodies as Heads.
• The Center of Universal Palace of Order.
The coordinating bodies of the second stage must hold general consultations for the
exchange of their views. Sharing the views of the International Houses in each sphere of
science leads to unity of knowledge and their resolutions influence one another. For instance, a
resolution relating to International Law will undoubtedly influence the other fields of
knowledge. For this reason, the Chairman Bodies of the International Houses of Knowledge
must hold joint meetings between two or more Houses because such a liaison is most important
and is a cause of unity.
For example, when a resolution is made in the International House of Law, this resolution
must be approved and the coordinative body of the International House of Law must sent its
viewpoint to the consideration of other bodies of the International Houses of Knowledge. After
complete deliberation and consultation and fresh decision, it must be sent to Central Organizing
Body, which is the Center of the Universal Palace of Order. After its approval, it must be

promulgated to the countries of the world, so that it may benefit mankind and lead to
reconciliation of thoughts. The Universal Palace of Order is free in approval and execution of
its decisions until they are repealed.
The decisions of this Central Body are not mandatory on the countries and the governments
of the world, for they are meant only for knowledge and teaching. Nevertheless, the
governments of the countries should make efforts for the implementation of the
recommendations and correlate their administration and ways of life to knowledge, reason and
international goodwill, shunning misunderstandings whether national, religious or political.
This is object of the Universal Palace of Order revealed by the Pen of INSAN.
IV
The Universal Order must traverse three stages: -
• Preliminary stage which is the classification of knowledge and of the needs of mankind
• The election of the learned ones from all over the countries and in all the fields of
knowledge.
• Their congress in the particular International House of Knowledge.
There must be no interference of the sciences with each other and they must be independent
in their organization. The International House of Justice will be constituted of doctors of human
rights and they will ponder and deliberate upon justice in the world. The International House of
Health will be constituted of medical experts of the world and will deliberate and take decisions
in the fields of medical sciences and world health. These are but two illustrations of the needs
of humanity, each House having its own title, each independent in its sphere with membership
made up of leaders skilled in specific fields of knowledge and each elected from all the
countries of the world.
We have given but two examples of the International Houses of Knowledge, each of which
is specialized in its own field, and there can be many more. In the Book of INSAN, by way of
illustration, we have tabulated the needs of humanity into 24 Houses such as justice, health,
law, economics etc. This is an initial stage of tabulation of different sciences to regulate order,
symmetry and independence and their number can be multiplied.
The Universal Order is the manifestation of the intuition of INSAN. It has no connection,
whatsoever, with any form of politics, government, axioms of knowledge, ancient or modern
philosophies.
This Universal Order will be stable because it is securely founded upon knowledge. The
countries of the world will send to this House their representatives, their intellectuals through
general, just and independent elections.
The Universal Order transcends the concept of "Government".
This Universal Order has no resemblance with the World Leagues, and existing
governments.

This Universal Order is founded upon knowledge, which is the ruling factor in the realm
inter-connecting the governments of the world.
This Universal Order is like a crown, uniting the governments of the countries of the world,
imparting to them the beauty of prosperity and progress, promoting the stability of the
governments and the peoples in their own ways, the stability of the countries of the world in
their territorial integrity, non-interference of countries and governments with the independence
and the regimes of other countries and non-interference of the Universal Order with the
national modes of life and governments.
The Universal Order has the position of the rule of knowledge over the world and it assures
the atmosphere of unity, progress, friendliness and goodwill amongst the governments.
V
In consideration of different conditions prevailing in the world, we have added one gate to
the gates of the World Order, so that the people may attain lasting peace. This gate provides for
migration, and it may be called the gate of the International House of Trans-Immigration. This
gate will apply to the countries as they are bounded today and shall have an international status.
The countries are the habitat of the peoples of the world, belonging to various races, as has
been previously stated in detail. At present, due to the necessities of life, travel, place of birth,
environmental circumstances, acquisition of knowledge, free or forced emigration,
colonization, transition due to conditions of living, love of people for their kind, love resulting
in marriage, results of war, an admixture of various races and peoples has come into being on
the surface of the globe.
This gate refers to the life of human beings, for, in addition to the right to practice their own
culture, their religions, their beliefs, the people have a right to live. Now, we see that some
countries are so over crowded that the people have no room in which to move. Millions of
individuals are crowded on an island, while, on the other hand, there are thousands of acres of
land sleeping under the expanse of sky, lying waste. Only half of that wasteland could support a
very large number of persons.
In addition to rights accruing under politics, religion and nationality, on the grounds of
humanity alone, the Pen of INSAN bestows on them the right to live and enjoy life in common
with every one else. Millions of people are in need of arable land, bread and vegetables for
their daily life, but due to excessive population, no land is available for them. On the other hand
some countries and continents, actuated by fear, have arisen to protect their vast expanses. Is it
desirable for any cultured human being to be willing to see his kind die for lack of bread,
crying with dried lips for water? While on this same globe, there are thousands of high and low
plots of land waiting to be cultivated. Is this befitting for humanity? No, by God!
An International institution devoted to trans-immigration, like the other Houses in the
Universal Palace of Order, should be established and it should place these vast expanses at the
disposal of the deprived people, bringing within their reach all the necessities and means that
they require. Should it be necessary, the host country may with hold from the immigrants the
rights to interfere in its administrative affairs, limiting their rights to land and water.

Of course, this step must be preceded by an intensive study of the needs of the races,
nations, cultures, states and politics etc.
